Customs & Single Window
As CIO — Kyrgyz Single Window, I lead the IT direction and AI implementation for the national Customs and Single Window systems. State data, state infrastructure, no egress.
The context
what a single window isA single window is the one door through which every trade document passes: declarations, permits, certificates, inspections. It touches customs, ministries, banks, and every importer in the country — which also means it touches data that cannot leave national infrastructure by law.
That constraint is the whole design brief. No cloud API is available for the interesting part of the work, so the interesting part has to run inside.
The problem I was handed
one conversation, not a roadmapThe first serious deliverable didn't come from a strategy document. A ministry officer described a task that ate hours of his team's week — reading, checking, and answering the same class of question over and over against a corpus nobody could realistically memorise.
The temptation in a state organisation is to answer that with a transformation program. We answered it with one tool.
How it was built

The scope came from watching the actual work: which questions repeat, which documents they repeat against, and what an answer has to prove before an officer will act on it.
Keep inference inside the perimeter
The system runs on state infrastructure. Nothing about a declaration, a trader, or an inspection is sent to an external API — the sovereignty requirement is architectural, not a policy note.
Retrieval as evidence
Every answer points back at the source document it came from. An officer verifies in seconds instead of trusting a paragraph that arrived from nowhere.
Operator has the last word
The assistant drafts and cites; the human decides and is on record. The audit trail is a by-product of the normal workflow.
Where it stands
shipped, in useai.trade.kg is deployed on state infrastructure and used against the real corpus — a working assistant rather than a pilot waiting for a steering committee.
One conversation produced one deployed tool. That ratio is the point: in a state organisation, a shipped narrow system buys more trust than a broad program that is still in slides.
